Meta Ads Manager, Business Suite and business portfolios: which one you need and how to log in
Meta Ads Manager is where you build and measure ad campaigns, at facebook.com/adsmanager. Meta Business Suite is the everyday dashboard for posts, messages and simple ads, at business.facebook.com. A business portfolio, the current name for what used to be called Business Manager, is not a third app: it is the container that owns your Pages and ad accounts and decides who can use them. You log in to all of it with your own Facebook login, or a managed Meta account if your organisation gave you one.

Three names, two tools and one container
The names below are the ones Meta's Business Help Centre uses as read on 9 October 2026. Its pages are not dated, so treat the wording as current on that day.
- Meta Ads Manager is, in Meta's description, a tool for creating and managing ads: you build campaigns step by step, edit many ads at once and see how they perform. Meta for Business calls it the starting point for running ads on Facebook, Instagram, Messenger and Audience Network.
- Meta Business Suite is a free platform that Meta says helps small businesses and creators manage their presence across Facebook, Instagram, Threads and WhatsApp: a content calendar, posts and stories, an inbox for messages and comments, insights, and quick ads or boosts.
- A business portfolio brings together an organisation's Facebook Pages, Instagram accounts, ad accounts, catalogues and other assets, and the people who can reach them. Meta's two-factor article describes it as "formerly called Business Manager", which is why older guides and search suggestions still use that name.
They fit together like this. The portfolio holds the assets and permissions. Business Suite is the tool you manage the portfolio with, and Meta lists using Business Suite among the things that require a portfolio. Ads Manager is one of the tools Meta lists under All tools in Business Suite on desktop, next to Events Manager, Billing and Payments and Business Support Home.
Which one to open, and its address
| Compare | Meta Ads Manager | Meta Business Suite | Business portfolio |
|---|---|---|---|
| What it is | The tool for creating, editing and reporting on ad campaigns. | The dashboard for posts, messages, insights and simple ads. | The container for your assets and for people's access to them. |
| Open it for | Campaigns with several ad sets and ads, custom audiences, A/B tests, retargeting and Shops ads. | Scheduling organic content, answering comments and messages, reading insights, a quick ad or a scheduled boost. | Adding or removing people, assigning ad accounts and Pages, payment methods, security settings. |
| Address Meta links to | facebook.com/adsmanager | business.facebook.com | business.facebook.com/latest/settings (Settings, inside Business Suite) |
| Mobile | Meta Ads Manager app for iOS and Android. Meta notes not every feature is available on mobile. | Meta Business Suite mobile app. | Managed through Business Suite. |
The uses listed for Ads Manager and Business Suite come from Meta's own article on when to use each tool, which also says you can use both at the same time. The portfolio column follows Meta's list of what sits in Settings: users, accounts, payments and the Security Centre. If you are running more than a boosted post, Ads Manager is the one you want. Our guide to publishing ads on Meta picks up from there.
How to get into Ads Manager
There is no separate Ads Manager account or password. Meta's instructions for creating a portfolio tell you to log in to business.facebook.com with your Facebook profile or a managed Meta account, and its invitation article adds an Instagram account as a third way to join a portfolio.
- 01
Type the address yourself
Enter facebook.com/adsmanager in the address bar, or open a bookmark you saved earlier. This is the address the Ads Manager link in Meta's help article points to. - 02
Log in as yourself
Use your own Facebook login, or the managed Meta account your organisation set up. If your portfolio requires two-factor authentication, have your code ready. - 03
Check the account before you build anything
Meta points new advertisers to Account overview, which walks through setting up the ad account. Confirm you are looking at the ad account you mean to spend from. - 04
Or go through Business Suite
Open business.facebook.com, choose All tools, then Ads Manager.
What to check when Ads Manager will not load or your ad account is missing
Work through these in order. The first three are about who you are logged in as; the last two are about the account and the platform.
| Check | What Meta's pages say | What to do |
|---|---|---|
| Wrong profile or portfolio | If you joined one portfolio with a Facebook account and another with an Instagram or managed Meta account, each identity gets its own user profile, with a profile switcher at the top right of the Business Suite home page. | Switch profile, then check which portfolio is selected in the drop-down below Home at the top left. |
| No access to the ad account | Ad accounts have three roles: admin, advertiser and analyst. Analysts can only view. People with basic access to a portfolio can work only on the assets assigned to them. | Ask an ad account admin, or someone with full control of the portfolio, to assign you the account as admin or advertiser. |
| Two-factor authentication | When a portfolio requires it, everyone covered must set up two-factor authentication on their own Facebook account before they can access the portfolio. Meta requires it automatically for some portfolios more than 90 days old. | Turn it on in your Facebook security settings and keep recovery codes. In a private browsing window Meta cannot remember the device, so expect a code every time. |
| Account restriction | A restricted ad account has its ads disabled, and a restricted personal profile cannot be used to advertise. Not meeting two-factor requirements is one of the reasons Meta lists. | Open Business Support Home, select the restricted account and follow the What you can do section. Requesting a review requires an admin. |
| Platform outage | Meta's status page lists Ads Manager and Meta Business Suite among the business products it reports on. | Check metastatus.com before changing any settings. If it shows a problem, wait. |
The sources for each row, in order: Meta's article on accepting a portfolio invitation; its ad account roles and portfolio permissions pages; the two-factor requirement article; About advertising restrictions and the restricted account steps; and metastatus.com. Using the portfolio drop-down to change portfolio is our inference from where Meta's create instructions place that menu.
One caution on restrictions. Meta's phishing page lists threats and urgent demands, such as a warning that your account will be closed, among the signs of a phishing message. So treat an email about a restricted ad account with care. Meta says the place to confirm any such notice is Business Support Home, which shows the real status of your portfolios, ad accounts and Pages. Go there directly instead of following the email. Our post on scam ads on Meta covers the wider scrutiny behind Meta's advertiser checks.
Three habits that keep you from being locked out
These come from Meta's security recommendations for business portfolios.
- Have two active people with full control of the portfolio, so one lost login does not strand the business.
- Use an authenticator app for two-factor authentication, set up more than one method and save the recovery codes.
- Give people only the access they need, and remove anyone who has not logged in to the portfolio for 90 days.

Questions people ask
What is the difference between Meta Ads Manager and Meta Business Suite?
Meta Ads Manager is the tool for building, editing and reporting on ad campaigns, including custom audiences, A/B tests and retargeting. Meta Business Suite is the everyday dashboard for scheduling posts, answering messages and comments, reading insights and creating simple ads or boosts. Meta says you can use both at the same time.
Is Meta Business Manager the same as a business portfolio?
Yes. Meta's Business Help Centre now uses the name business portfolio and describes it as formerly called Business Manager. It is the container that holds your Pages, ad accounts and other assets and controls who can access them, and you manage it through Settings in Meta Business Suite.
How do I log in to Meta Ads Manager?
Go to facebook.com/adsmanager and log in with your own Facebook login, or a managed Meta account if your organisation set one up. There is no separate Ads Manager password. You can also open business.facebook.com and choose Ads Manager under All tools. Type the address or use your own bookmark instead of following a link in an email.
Why can't I see my ad account in Ads Manager?
Check that you are in the right profile and business portfolio, that an admin has assigned you the ad account as admin or advertiser, and that two-factor authentication is set up if the portfolio requires it. Then look in Business Support Home for a restriction, and at metastatus.com for a platform outage.
